Well, if you click on New Reply and then click on the wee picture icon you can paste a picture URL into the box that pops up. Or, if you are getting something off of Photobucket or the like, copy the URL that is enclosed in the [IMG] brackets. Or, if you're daring, type those in yourself like so:

[IMG] paste the URL of the picture in here and then type [/IMG] and it will appear as if by magic!
