As far as drying, I string them through the stems with heavy thread or yarn and just hang them in my kitchen. You can grind them into powder with a food processor, blender, or a comal-one of those stone bowls with a pestle. It's really easy when the chilis/peppers are dry.
If you don't want to wait so long for them to dry, you can put them in a very low temp oven on a cookie sheet. Turn them occasionally.

If I'd known you were French, I'd have worn galoshes...
