Short Circuit in his wiring. His bread wasn't quite done. My commanding officer in the navy had the same twitch, and he was in CHARGE of nooooklear weapons!

Sorry man. Thats very VERY classified. In fact, I could get thrown into the brig for talking about it. When I left the navy they had me sign a non disclosure statement to keep hush hush about such things for 50 years. Lemme see - its only been 24 years so far.
